Permission for events, parades and demonstrations

Article 11 of the European Convention on Human Rights sets out the 'right to freedom of peaceful assembly and association'. This means you have a right to hold processions. However, it is not an absolute right and the Council can place restrictions on it if it is necessary.

On 1st April 2007 amendments were made to the Civic Government (Scotland) Act 1982 by the Police, Public Order and Criminal Justice (Scotland) Act 2006 in relation to processions in public. We have prepared a guide for you, the organiser of any parade or march (including gala day parades), this guide is available from the link on this page.

Please return all the completed notification and risk assessment to Licensing Team, Legal Services, West Lothian Council, The West Lothian Civic Centre, Howden South Road, Livingston EH54 6FF. Your notification will be considered by the Licensing Committee (new window) and you will be advised of the outcome. Please note that your details will be held on computer to allow full adminstration of the notifiction process.
