Councillor Tom Kerr (Conservative) is the Civic Leader and represents the people of West Lothian at events and ceremonies. Councillor Kerr is Chair of West Lothian Council Planning Committee; Vice Chair of the Development Management Committee; a member of West Lothian Council Local Review Body; a member of the Senior Officer Appointment Committee; and Vice Chair of Linlithgow Local Area Committee.
