Community Planning

Community Planning is a process or way of working which brings together a range of agencies from the public, private, voluntary and business sectors to work together to improve the quality of life of local people.

There is a recognition in West Lothian that the needs of local people are not the sole responsibility of one organisation; and that by working together, agencies can provide much better services to the people of West Lothian.

Community Planning in West Lothian is now well established and the partnership has had continued success in developing joined up services that benefit local people.

West Lothian Community Planning Partnership consists of 16 partner agencies.  The Partnership was set up in 1999, demonstrating a willingness and commitment from all partner agencies to work together to provide better services for local people.  In 2000, the Partnership produced a ten-year community plan 'Shaping Your Future' which set out the strategic direction for West Lothian and detailed the key targets and priorities for the Partnerships work.

The current West Lothian Single Outcome Agreement (SOA) has been agreed by the Government and will be formally signed by the Cabinet Secretary for Education and Lifelong Learning, and representatives of the Community Planning Partnership on 4 August 2008.

The full SOA can be downloaded here . If you require further information regarding the SOA please contact Karen Cawte, Community Planning Manager, on 01506 774035 or karen.cawte@westlothian.gov.uk

The Community  Planning Partnership is beginning to engage with communities on the vision for the new Community Plan 'Towards 2020'.  A series of engagement opportunities are taking place during November and December 2008.  A leaflet explaining the process and including background information can be downloaded here.

Locality Planning

Locality Planning is effectively Community Planning at a local level.  Like Community Planning, Locality Planning aims to ensure that people and communities are genuinely engaged in decisions on public services that affect them. The Locality planning process in West Lothian encourages local communities and organisations to work together to jointly plan services at a local level, resulting in services that are much more responsive to local needs.

Locality Planning Officers (LPO's) in West Lothian Council's Communities Team have developed Locality Plans (LP's) for each of the nine multi-member wards in West Lothian. With the assistance and support of Lead Officers, they have established steering groups which include officers from services across the Community Planning Partnership (CPP) that have identified local priorities. Multi-agency working groups have also been established to develop action plans for each of these priorities.

The main Locality Plans are essesntially working documents for those in the steering group and working groups involved in delivering services related to the identified priorities.  Summary Locality Plans have been produced to explain how and why priorities have been chosen and give examples of proposed activities that will contribute to addressing the issues identified.
