Birth, marriage and death
Registration Offices in West Lothian provide advice and assistance to anyone requiring information on the registration of births, deaths, marriages and civil partnerships. They can accept bookings, conduct civil marriages and issue copy extract certificates. They can conduct citizenship ceremonies and give advice on recording a change of name.
West Lothian is served by 2 main Registration offices and 5 sub-offices dealing with over 12,000 enquiries to Registration Services each year. In July 2002, West Lothian Council appointed its first Chief Registrar, whose role it is to prepare the service to meet the challenges in the coming years. The Chief Registrar for West Lothian is Jim Lambert who can be contacted at the Bathgate Registration office.
Civil Registration of births, deaths and marriages was introduced in Scotland in 1855 and the legislation which currently oversees the framework for the Registration Service is the Registration of Births, Deaths and Marriages (Scotland) Act 1965, the Marriage (Scotland) Act 1977, the Marriage (Scotland) Act 2002 and the Local Electoral Administration and Registration Services (Scotland) Act 2006 (LEAR Act 2006).
From 5th January 2009 the way we deliver our Registration Services is changing to a new appointment based system at the Council Information Service (CIS) centres in BROXBURN, LINLITHGOW, WEST CALDER and WHITBURN.

We guarantee to give you an appointment within two working days but aim to provide you with the appointment within one working day. You will receive the service at the agreed time without waiting and the service will be delivered by a dedicated Registrar.
No appointments are necessary for the two main Registration offices at Bathgate and Livingston with the service provided at East Calder Library remaining unchanged.
