Housing Recovery Conference Action Plan

On 28 November 2011, West Lothian Council held a Housing Recovery Conference to consider what measures could be taken to increase the rate of house building in West Lothian. On 21 February 2012, a Housing Recovery Action Plan was approved by Council Executive. The Action Plan sets out 65 actions that the council will seek to progress during 2012 and beyond.

West Lothian Local Plan

The West Lothian Local Plan was adopted by the council and became operative on 13 January 2009. It provides guidance on the location of development across West Lothian, based on meeting the requirements set by the approved Edinburgh & the Lothians Structure Plan 2015. This is the first district wide local plan for West Lothian. This local plan has replaced the existing previously adopted Area Local Plans covering the Calders, Linlithgow, Livingston, Bathgate and Broxburn.

The adopted local plan is available for inspection free of charge during normal opening hours at all libraries and CIS offices. We also have hard copies of the plan available for purchase at a cost of £35 (including postage and packaging) or £25 if you collect from out offices at County Buildings, High Street, Linlithgow. The adopted West Lothian Local Plan documents are also listed below.

In order to assess the effectiveness of the Local Plan a monitoring report was reported to the council's Development and Transport Policy Development and Scrutiny Panel (D&T PDSP) on 1 December 2011 - the West Lothian Local Plan Second Monitor.

The Monitor provides an overview of the demographics, housing, retail, economic and environmental trends in the plan area and an opportunity for assessing progress on implementing the terms of the Plan and identifying matters which can be considered in a new plan for the area. The Monitor will inform the West Lothian Local Development Plan which will in time replace the current West Lothian Local Plan.
